Martyn's Law

What is Martyn’s Law?

Martyn’s Law, officially known as the Terrorism (Protection of Premises) Bill, is a proposed piece of UK legislation designed to enhance security at public venues and events in response to the growing threat of terrorism. It is named after Martyn Hett, one of the 22 victims of the 2017 Manchester Arena bombing, which was carried out by a suicide bomber during an Ariana Grande concert.

The law has been developed following a campaign led by Figen Murray, Martyn Hett’s mother, who has advocated for stronger security measures at venues where large numbers of people gather. The campaign arose out of concerns that existing security protocols were inadequate in preventing and responding to terrorist attacks, particularly in crowded public spaces. The Manchester Arena Inquiry, which examined the failures surrounding the attack, further highlighted the urgent need for improved security planning.

Who Does It Apply To?

The law applies to places and events that expect a certain number of people at one time:

  • Standard Tier (200-799 people) – These venues must have basic safety procedures, like knowing how to lock doors, close shutters, or find safe escape routes. No major changes to buildings or extra equipment are needed.
  • Enhanced Tier (800+ people) – These venues must take extra security steps, such as monitoring the area and keeping records of their safety plans.

What Will They Have to Do?

  • Have plans in place to protect people if an attack happens.
  • Train staff so they know what to do in an emergency.
  • Make security proportionate to the venue’s size and risks.

Why Is This Law Being Introduced?

The UK Government wants to make public places safer by ensuring that venues are prepared for emergencies. This law is part of a wider strategy called CONTEST, which focuses on countering terrorism.

Will There Be Support?

Yes. The Government will provide guidance and help to make sure venues understand their responsibilities and can follow the rules easily, without needing special expertise.
